Introduction
This memorandum details the job descriptions of the Legislative Director and the various Legislative Associates of the UC Davis Chapter of the Roosevelt Institution. UC Davis is ideally positioned to make profound legislative impact at the campus, city, and state levels; and it is important to clearly define the requirements and expectations of any individual working in Legislative Affairs.
Director of Legislative Affairs
The Legislative Director is a Roosevelt member or Fellow who has taken on the responsibility of legislative outreach and lobbying. Because of the unique organization of the Roosevelt Institution, the Director of Legislative Affairs can expect to work on policy issues created by Fellows from around the country. As such, the individual serving as Director of Legislative Affairs must be familiar with Roosevelt’s national campaigns, especially the 25 ideas publications. The Director of Legislative Affairs can also expect to work with the Regional Legislative Director in establishing an effective locally-based legislative agenda.
The Director of Legislative Affairs should have a strong understanding of the legislative process at every level relevant. For the Director of Legislative Affairs r of UC Davis, this would include the legislative processes of: The Associated Students of UC Davis (ASUCD), the University of California, Davis (UC Davis), the University of California (UC System), the City of Davis, Yolo County, and the State of California.
The Director of Legislative Affairs should have good communication skills and the ability to coordinate multiple legislative campaigns. Availability for meetings and discussions should be a primary consideration when selecting an individual to fill this important role.
Legislative Associates
The Director of Legislative Affairs shall appoint several Legislative Associates to deal with specific areas of legislative outreach. Some of the areas might include: campus legislative outreach, city legislative outreach, county legislative outreach, and state legislative outreach. A consolidation of one or more of these categories is a possibility, and most likely would not have a substantial impact on potential legislative outreach.
Legislative Associates should have a strong familiarity with the area in which they specialize. They should understand that area’s legislative process, and be prepared to advise the Director of Legislative Affairs and Regional Legislative Director on prudent courses of action and key policy players.
Legislative Associates should be able to promptly respond to E-mail inquiries, and expect to meet at least biweekly to discuss legislative developments and potential options.
