Policy interests: Education, Government reform

I am currently in the process of developing a credibility system for legislature representatives as a means of showing their effectiveness and motives in introducing pieces of legislation.
I am also very interested in finding ways to make the various levels of governments much more concerned at putting money into public works and making education a top 5 priority in budget production and resource allocation.
I would like to look into developing a means of limiting unnecessary expenditures of government revenues that could be better spent in school construction, development of a defense-based military, putting police on the streets, protecting our troops, and researching alternative fuel sources. These are the things that I think will make America the ultimate society.
I like to consider myself willing to work with anyone as long as they are open minded, willing to accept constructive criticism (something that I have fallen short of in the past), and are willing to work and be helpful.
