Edie Moussa is a Ph.D. candidate at the Center for Public Administration and Policy at Virginia Tech, with a research concentration in health care policy—formulation and implementation. She currently is finishing her dissertation, an effectiveness analysis of Evidence-based Practice Center Program I, a government sponsored health care program.

Edie also serves as a Part-time Faculty member at George Mason University, where she teaches Public Policy Making, Issues in Public Policy and Administration, and Democratic Theory and Practice.

Before joining George Mason University, Edie was an Instruction, Outreach, and Reference Specialist at Virginia Tech. In this position, she instructed students from a wide range of disciplines on-line and in-person on database research strategies, along with software packages including SciFinder, SPSS, and Westlaw. While at Virginia Tech, Edie worked also as a Legislative Research Associate on a “Digital Divide Project” sponsored by the Southern Governors’ Association in which she conducted interviews with various state officials, researched e-commerce legislation its impact on public service, and analyzed and drafted the findings for a Digital Divide Report presented at the Southern Governors’ Conference in Durham, NC.

Additionally, Edie served as co-chair and later chairperson of the Graduate Student Assembly, Health Care Committee at Virginia Tech for three consecutive years. During this time, she, with the help of various committee members, succeeded in establishing it as a freestanding committee; obtained health insurance reimbursement for full-time graduate assistants, along with access to a copy of their health insurance policy rather than simply a brochure; and, prescription cards for all graduate students insured under Virginia Tech.

Prior to her academic and research experience, Edie was a Program Analyst working with at-risk mothers for Regenerations Health Care in Oakland, CA, a Media Relations Specialist with the Chamber of Commerce in Yountville, CA, and the Director of Marketing for a private tourism company in Napa, CA.
